THREE MORE YEARS OF AUSTERITY
By overcoming repeated Parliamentary ambushes and beating his most insidious opponents, Berlusconi has demonstrated that until the next elections there is no alternative to him and his Government alliance. MAJORITY WOBBLES
As feared at the start of the summer, electoral success has not been enough to strengthen the Government of Silvio Berlusconi. On the contrary, the Prime Minister is at his lowest ebb in this Parliament, faced with a real threat of paralysis and defeat.
Only a few months ago Regional elections confirmed that the Prime Minister coalition enjoyed a strong advantage in the country, in spite of the economic crisis and of a new leadership in the opposition Democratic Party. However, already at the time it was clear that Berlusconi was confronted by the most insidious threat, that of internal dissent. Since then dissent has developed into open warfare and although the Prime Minister remains at Palazzo Chigi the threat to his Government and effectiveness has not gone away.

VICTORIOUS BERLUSCONI CONFRONTS ALLIANCE CRITICS
Why is there talk of a early dissolution of Parliament and of new elections ? The ruling centre-right majority of Prime Minister Berlusconi has just won a remarkable victory at the Regional elections, the Prime Minister and his colleagues enjoy a high level of approval, the economic policy of Giulio Tremonti seems to be vindicated especially in view of the Greek financial crisis, the opposition is ineffective, and ahead lies three years with no elections, three years which could be the golden age of the Berlusconi premiership – a period of stability and reform. Why, then, this talk of early elections ?
The reason is the sharpening of dissent within the majority. For the moment dissent is circumscribed and accompanied by a degree of Parliamentary restraint. It may remain an irritant instead of becoming an impediment to effective Government action. But the risk that it turns into such a sizeable problem as to induce the Prime Minister to resign and ask for new elections is not negligible.

PRUDENCE TO THE FORE
This must have been the blandest Italian State Budget of modern times, and also the blandest annual budget approved by any Western country during the present economic crisis. It does not raise taxes, or cut them. It does not raise expenditure or reduce it, except at the margin. It will have little or no effect on the economy beyond the very short term.
It represents, in other words, the triumph of Treasury Minister Giulio Tremonti. It was Tremonti that was determined to impose an anodyne budget. It was he who successfully opposed all attempts to use the 2010 budget as an instrument to boost the economy and to finance long term structural projects.

TROUBLED YET EFFECTIVE
A year after the inception of the world financial crisis, the Berlusconi Government has reasons to be satisfied.
It has managed to remain faithful to its public finance strategy, it has coped well with two emergencies (the Naples rubbish crisis and the L’Aquila earthquake), it has managed to launch several important structural reforms, and it is enjoying a good level of public support . There have been failures and mistakes, but the net result has been rather satisfactory.
If its expectation of an economic recovery in 2010 proves correct, the Government should be able to pursue its reformist policies whilst continuing to enjoy a good level of support – in spite of some potentially unfavourable political developments.

BERLUSCONI MISSES
THE TARGET
It was a failure. Berlusconi won the European elections, but missed the target that he had publicly set himself. The opposition lost even more; the gap that separates it from PDL is wider than before.
But the opposition was just seeking to survive. Berlusconi was aiming to finally establish himself as the democratic master of Italian politics. With respect not to the vote outcome, but to what they were trying to achieve, Berlusconi lost and the opposition won.

FALL OF PRODI SPELLS EARLY ELECTIONS
President Napolitano is seeking to avoid an early dissolution of Parliament in spite of the collapse of the majority which, under the leadership of Romano Prodi, won the elections less than two years ago.
